About the Mission of Converting a Typical Village into Model Village and Its Stakeholders:-
Since beginning of planned era, it was for the first time that Hon’ble Prime Minister of India Shri Narendra Damodardas Modi thought about converting a typical village into Model Village through the initiative of Members of Parliament and accordingly a scheme in the name of SAGY (Sansad Adarsh Gram Yojana) was launched on 11th October, 2014.
Unfortunately, it could not deliver desired results mainly because (as blamed) separate fund was not allocated for the scheme. SERDO has been consistently working mainly on research, evaluation and monitoring in the field of rural development since its establishment in 1993. Based on its experiences, it realized that there is need for developing a system through which a typical village can be developed into Model Village. Accordingly, it has created this platform for all concerned stakeholders to come together, plan strategies and make efforts in a Mission Mode, pool up & channelizing resources with active cooperation and support of its stakeholders. This website has been created to facilitate this effort. Key stakeholders of this Mission are:
1. Villagers
Persons having roots in any village of India but living in any state of India or abroad for Job or business as well as villagers permanently living in the village having keen interest in development of his/her village into model village is defined here under the Mission as Villager. Such villagers are primarily the key stakeholder of this Mission. His/her role is to register himself/herself on this website as Villager so that system may create a lead to select his/her village to initiate the process. Unless villagers are interested and cooperation is extended by them, external agencies won’t create a conducive environment for inclusive growth and development. We need very serious persons of the village under this Mission. This website being on public domain it is quite possible that non-serious persons may also register and unnecessarily waste our valuable time. Therefore, villagers should contribute small amount of donation to ensure their seriousness. It will help experts to initiate the process of survey and planning and initiate further follow up.
Role of a Villager:It may be mentioned that educated villagers who don’t have regular presence in the village but feel that for day-to-day coordination and cooperation, physical presence of competent villager is mandatory. We need such a person from the village who can facilitate team of Experts and NGOs who would initiate survey and planning at ground level.
2. Facilitator
A Facilitator is friend, philosopher, eye opener and guide to the villagers. He is a link between Mission Team consisting of professionals and experts from NGOs who will initiate the process of planning, interact with villagers and SERDO. He must have Android phone, preferably computer literate or be able to connect such person of the village to provide requisite information online to NGOs for planning. He must enjoy good reputation in the village so that he can easily seek cooperation of villagers, organize meeting with them and if required, be able to visit Block and other offices with GP functionaries. Initially, he has to register himself online at www.serdo.org, undertake household survey and fill up format to identify Infrastructure gaps for planning. SERDO will help him in undertaking this activity. By associating with this Mission, a Facilitator will get number of opportunities to connect with various companies and get service charges for facilitating in marketing their products and services. Thus, while his services to SERDO will be voluntary, services to such companies may be incentive linked.
3. NGO Partners
Conversion of a typical village into Model Village require various activities that would be taken up in different sectors. NGOs are working in different sectors as per their expertise. One NGO can’t claim to be expert in all sectors. In view of this, like minded NGOs working in different sectors have to come forward, register at www.serdo.org and get in touch with Facilitator to obtain relevant data/information required for baseline survey and planning. He may establish link with Facilitator in initiating the process for Planning and development. In case any NGO is working in some village and know such person, they should motivate them to register online as Facilitator.
NGOs who register themselves with SERDO under this Mission, should be willing to meet online with all sectoral NGOs so that comprehensive and combined plan -both Technical and Financial Plan can be prepared as per requirement/availability of fund generated through CSR companies. Plan so prepared will be used to implement and monitor the project systematically and transparently. There may be some activities for which there might be Centrally or state sponsored schemes. Domain Expert NGOs will try to pool government sponsored Programme, prepare proposals with active cooperation of GP functionaries, follow up with Block and district functionaries of respective department. Financial support will be sought under CSR for the activities for which there is no provision under any centrally or state sponsored scheme.
On receipt of the fund, concerned NGO will be released fund for implementation as per terms and conditions laid down by the funding agency. Day to day coordination will be done by SERDO with respective NGOs and stakeholders.
4. Research Professional
A Research Professional working in any field of rural development might have come across some issues that might be valuable for planning for conversion of a village into Model Village. It would be useful for the system to seek their cooperation and services. Such Research Professionals are invited to register and be a part of the Mission for developing a typical village into Model village.
Research Investigators having knowledge of some field and are interested in undertaking surveys assigned from time to time may like to join SERDO so that they may be contacted for undertaking baseline surveys as well as monitoring the performance/progress of projects undertaken in adopted villages. They may also be contacted and assigned projects allocated to SERDO by any agency. The availability of such Investigators may also be helpful to other organizations who need services for any project. Thus, by registering with SERDO, scope of Research Investigator will multiply manifold.
5. CSR Companies
It is well known that companies are keenly looking for suitable organizations who have clear vision, goal and concrete plan/proposal. With participation and cooperation of domain expert NGOs, SERDO will propose plans of the villages to such companies. In a single village there might be funding from different companied in different sectors because each company has its own priorities identified by their management. Such companies will also be registered with SERDO so that online system may work to maintain records of proposals sent as well as monitor funding.
6. Innovative Companies/Individuals
There are many companies and individuals who have successfully manufactured some product or developed some services that might have significantly created impact on improving quality of life of the people in different sectors, like health, education, employment, technology, agriculture tools and implements, animal husbandry, plantation, irrigation, water conservation, sanitation, goods and services etc.. SERDO has created this platform to facilitate implementation of such innovations across the country so that benefit could reach mass of rural people in the country. If such companies and Individuals willing to join the Mission may register on SERDO’s website and widen their scope for multiplying their market. For example, a company producing products for goatry, dairy, poultry, piggery, seeds, fertilizer, agriculture implements, approach to enhance farmers income, storage, etc. may get benefitted by joining this Mission as it would be easy for them to get cooperation and support of Facilitator across the country in organizing meeting with all concerned in the village. It has unlimited potential.
7. Experts
(Retired and Working Professionals): Well qualified and knowledgeable persons who feel that he/she possess specialized skill and has keen interest to contribute meaningful service in the field of their specialization, may like to register as Volunteer. Once their availability in the district/State is available, SERDO’s Team can approach them to channelize their resources actively in the process.
8. Donor
Any citizen of India who like the concept that a proper survey and planning is essential for overall development of a village and feel that he would like to be a part of the Mission as Donor are appealed to make even small amount of donation. It can make a great impact on livelihood of poor villagers. You should feel proud to be a part of the Mission.
All above mentioned stakeholders are welcome to join the Mission of Converting a Typical Village into a Model Village. It should be a collective effort.
